Director Fidel L. Libao embodies the spirit of resilience and dedication that characterizes a Filipino farmer. Born into a farming family in Lipa City, Batangas, his upbringing instilled in him the values of hard work and perseverance.
Despite the challenges, he pursued education and earned his Bachelor’s degree in Animal Husbandry from the Gregorio Araneta University Foundation (now De La Salle Araneta University).
His journey into public service began in 1986 when he joined the Bureau of Animal Industry (BAI) as the Chief Biological Farm Caretaker demonstrating his aptitude for agricultural management and passion for improving the lives of farmers.
With almost four decades of experience as a public servant, his tenure with the Department of Agriculture (DA) began in year 1997 and assumed a series of progressively responsible roles. From his time as a Regional Livestock Inspector to his leadership as Agricultural Programs Coordinating Officer for Batangas Province for eleven years, Director Libao consistently championed the interests of farmers, advocating for their participation in governance and entrepreneurship.
His dedication and expertise in artificial insemination earned him the position of Chief of the Artificial Insemination Program in CALABARZON, where he contributed to the region’s livestock industry advancement.
Over the years, he continued to expand his knowledge, earning his Master’s Degree in Animal Science from Pampanga Agricultural College and Master’s Degree in Management majoring in Public Administration from Philippine Christian University.
His ascent within the DA included his designation as Research Division Chief, and with his appointment as Director III by President Ferdinand Marcos Jr., he was designated as Regional Technical Director for Research, Regulations, and Integrated Laboratories and soon after, as Regional Technical Director for Operations and Extension.
His leadership in these roles facilitated the implementation of critical agricultural initiatives, which he continued to carry upon his designation as OIC-Regional Executive Director of DA CALABARZON and Regional Agriculture and Fishery Council Executive Officer benefiting farmers in CALABARZON.
Beyond his professional achievements, Director Libao is a devoted family man. Married to a Public Servant-Veterinarian, Dr. Lewellie Libao and a father to two Public Servant-Engineers, Danielle Ann and Nico Arvin, he balances his commitment to public service with his role as a husband, father, and farmer/businessman.
As the OIC-Regional Executive Director of DA CALABARZON, Director Libao continues to be a beacon of hope and progress for Filipino farmers. His unwavering dedication to their welfare and his exemplary leadership serve as inspiration for generations to come.
