Some 60 participants attended the 1st Quarter of the RMC held at STIARC, Marawoy, Lipa City on April 25, 2018.

RMC Chairman Regional Director Arnel V. de Mesa first introduced Ms. Nympha Manalastas from the Department of Budget and Management (DBM) who discussed the Budget Reform Bill (BRB) including the following topics: Difference of Annual Cash-Based Budgeting from Obligation-Based Budgeting; What is the DBM doing to facilitate the shift to Annual Cash-Based Appropriations; Time Horizon and other frequently asked questions. She said the Philippine Budgeting System is geared towards economic growth and poverty reduction. One of the BRB aims is to reduce poverty incidence from 21.6% in 2015 to 14% in 2022.

The next resource speaker is Mr. Allan Fabella from the International Standard Organization (ISO) who discussed in detail the processes and requirements on how a government office can qualify in the ISO certification and the benefits that can be derived from it such as Cost savings, Enhanced customer satisfaction; Access to new markets; Increased market share and environmental benefits.

RED de Mesa LIKEWISE tackled the directives from the secretary to wit: Machinery and facilities – P4B fund ready for ACEF; Halal is now a DA banner program; DA shift from subsidies to easy access financing; Mandatory inspection-campaign against agricultural smuggling; NFA, PCA and FPA are back to DA; DA expands Pagkain sa Masa in ATI; and Develops 4Ps program for IP.

He also discussed the RMC Plans and Budget for 2018 totalling P3,178,711.04 B.
15 member agencies present are: Agricultural Training Institute (ATI), Bureau of Animal Industry (BAI), Bureau of Fisheries and Aquatic Resources (BFAR), National Dairy Authority (DA), Sugar Regulatory Administration (SRA), National Irrigation Administration (NIA), Philippine Crop Insurance Corporation (PCIC), PhilRice, PhilMech, Philippine Coconut Authority (PCA), Philippine Statistics Authority (PSA) and Department of Agriculture Region 4 CALABARZON.
